Leaders from the European Union and the Western Balkans convened in Tivat, Montenegro, for a pivotal summit aimed at bolstering regional cooperation and advancing the Western Balkans’ journey toward EU membership. This gathering, which took place six months after a previous meeting in Brussels, centered on the theme “Shared Prosperity and Stability of the EU and the Western Balkans.” The discussions delved into EU enlargement, economic integration, security collaboration, and enhancing regional resilience amidst escalating geopolitical challenges.
EU leaders reiterated their support for the Western Balkans’ membership ambitions and assessed the progress made in integrating these countries into the EU’s economic framework. A significant point of discussion was the Growth Plan for the Western Balkans, initiated in 2023, which allocates up to €6 billion to facilitate reforms, investments, and greater participation in the EU single market. The summit underscored the EU’s dedication to these nations, emphasizing economic collaboration as a cornerstone of this partnership.
In addition to economic topics, the summit addressed the enhancement of cooperation in foreign policy, defense, and cybersecurity. Special emphasis was placed on fortifying resilience against cyber threats, combating disinformation campaigns, and countering other forms of foreign interference. These discussions highlighted the need for a united front in addressing security challenges that could impact both the EU and the Western Balkans.
The EU’s role as the largest trading partner, investor, and donor to the Western Balkans was a focal point of the summit, underlining the region’s economic ties with the EU. Leaders stressed the importance of continued reforms and regional cooperation as essential steps toward achieving potential EU membership. This commitment to strengthening economic and political connections aims to bring about shared prosperity and stability for both the EU and the Western Balkans.
