Meloni Urges von der Leyen to Apply Stability Pact Exemptions to Energy

Italian Premier Giorgia Meloni has reached out to European Commission President Ursula von der Leyen, requesting that exemptions from the Stability and Growth Pact currently applicable to defense spending be broadened. Meloni is advocating for these exemptions to also cover initiatives aimed at mitigating the energy-price shock resulting from the Iran conflict.

In her communication, Meloni urged the EU executive to consider expanding the National Escape Clause, which is designed specifically for defense expenditures, to encompass investments and strategies addressing the current energy crisis. This request underscores the Italian government’s concern over managing economic impacts without additional fiscal flexibility.

Meloni’s letter cautioned that failing to secure these exemptions would make it challenging for her government to justify any engagement with the SAFE program. This EU mechanism is designed to financially assist Member States in funding defense investments, and extending its scope could provide crucial support amid rising energy costs.

The European Commission, however, maintained its stance, asserting that its position on potential suspensions or exemptions from the Stability Pact remains unchanged. The Commission emphasized that it has already provided member states with various options to help them stay within fiscally responsible limits, signaling no immediate shift in policy.
